Elementary Attendance Area Adjustments

At the Regular School Board meeting on November 4, the District 196 School Board approved changes to the elementary school attendance areas for East Lake Elementary, Shannon Park Elementary, Highland Elementary, Diamond Path Elementary, Red Pine Elementary and Rosemount Elementary (starting in the 2025-26 school year) to alleviate overcrowding in elementary schools in the southern portion of the district. The decision followed four elementary attendance area family engagement meetings after plans were announced in September. The attendance area changes were prompted by the construction of the district’s 20th elementary school, which will open in Fall 2025.

Guiding Principles 

Consistent with past attendance area adjustments, the guiding principles used to create attendance areas included protecting the concept of neighborhood schools, having contiguous boundaries, following natural boundaries when possible, allowing room for growth, considering middle and high school attendance areas, and adhering to all state and federal guidelines.

Goals

The goals are: 1) to alleviate overcrowding, 2) to provide equitable access to high-quality education across all schools, and 3) to find solutions for increasing early childhood learning capacity.

PROVIDE equitable access 

District 196 has established an ideal range of 600-800 elementary school enrollment. Some of our schools are substantially below that target (355 students); others are over (913 students). The adjustments are designed to balance enrollments, including the new elementary school opening in fall 2025, and allow for future growth.

Alleviate overcrowding 

Currently, some schools are significantly over- or under-capacity, which can strain resources or underutilize them. East Lake Elementary School is located in a high-growth area and has exceeded its capacity. Rosemount Elementary and Red Pine Elementary are also overcrowded and looking for relief with the new elementary opening next fall.

Protect Early learning 

In June 2024, the School Board directed the administration to find space for additional early childhood learning. That study is still underway. The district currently serves only 20% of 4-year-olds and 5% of 3-year-olds through classrooms in neighborhood elementary schools and two early learning centers, both located in Apple Valley.
