Proposed Elementary Attendance Area Adjustments
District 196 is proposing an adjustment to elementary attendance areas starting in the 2025-26 school year. The proposed changes involve six elementary schools: East Lake Elementary, Shannon Park Elementary, Highland Elementary, Diamond Path Elementary, and Rosemount Elementary.
With a new school opening in the fall of 2025, there is an opportunity to take a holistic review of elementary attendance areas, which the district has not done since 1995. The goals are: 1) to alleviate overcrowding, 2) to provide equitable access to high-quality education across all schools, and 3) to find solutions for increasing early childhood learning capacity.
PROVIDE equitable access
District 196 has established an ideal range of 600-800 elementary school enrollment. Some of our schools are substantially below that target (355 students); others are over (913 students). The proposed adjustments are designed to balance enrollments, including the new elementary school opening in fall 2025, and allow for future growth.
Alleviate overcrowding
Currently, some schools are significantly over- or under-capacity, which can strain resources or underutilize them. East Lake Elementary School is located in a high-growth area and has exceeded its capacity. Rosemount Elementary and Red Pine Elementary are also overcrowded and looking for relief with the new elementary opening next fall.
Protect Early learning
In June 2024, the School Board directed the administration to find space for additional early childhood learning. That study is still underway. The district currently serves only 20% of 4-year-olds and 5% of 3-year-olds through classrooms in neighborhood elementary schools and two early learning centers, both located in Apple Valley.

Preliminary Recommendations
Proposed adjustments fall into two zones and take a comprehensive look at elementary school attendance areas district-wide. In drafting proposed changes, we are following five guiding principles:
- protect the concept of neighborhood schools with contiguous boundaries
- follow natural boundaries when possible
- allow room for growth
- consider middle and high school attendance areas
- adhere to state guidelines (specifically Minnesota Desegregation and Integration Rules, ensuring that plans don't create racially identifiable schools)
