1. Scope of Regulation
This regulation is applicable to the limited open forum and shall have no application to activities that occur outside of the limited open forum.
2. Use of Public Funds
No public funds shall be spent for the benefit of noncurriculum-related student groups meeting during the limited open forum, beyond the cost of providing space for meetings.
3. Role of District Personnel
3.1 Neither the school district, its agents or employees shall promote, lead or participate in any meeting except in a supervisory capacity.
3.2 No district agent or employee shall be compelled to supervise a meeting of a noncurriculum-related student group during the limited open forum if the content of the speech at that meeting is contrary to the beliefs of the agent or employee.
4. Role of Non-district Personnel
4.1 Non-district persons are not allowed to meet with noncurriculum-related student groups during the limited open forum unless permission is obtained in advance from the school principal.
4.2 Non-district persons are not allowed to meet with noncurriculum-related student groups during the limited open forum more frequently than two times during any school year.
4.3 Non-district persons can be denied access to district property if their behavior is, or reasonably threatens to be, illegal, dangerous or disruptive to other activities.
4.4 Non-district persons are not allowed to direct, conduct or control activities of noncurriculum-related student groups during the limited open forum.
