801.14AR Community Education Advisory Council
1. Purpose – The purpose of the Community Education Advisory Council (CEAC) is to assist District 196 in the fulfillment of the community education mission of providing quality lifelong learning opportunities for all residents.
2. Role
2.1 The CEAC receives reports and gives input and advice in the interest of promoting the goals and objectives of the community education program. This includes:
2.1.1 promoting and fostering new programs and coordinating these with existing community programs to avoid unnecessary duplication;
2.1.2 providing input anticipating the needs and wants of the community as they relate to community education;
2.1.3 serving as liaison between the community and the school district in evaluating community education needs;
2.1.4 recommending approval of the annual community education budget and advising on the use of community education funds; and
2.1.5 advocating for continued quality in community education.
2.2 As required by Minnesota Statute 124D.19, subd. 5, the CEAC adopts and reviews policy to reduce and eliminate program duplication within community education.
2.3 As required by Minnesota Statute 124D.19, subd. 8, the CEAC reviews and approves the district's adults with disabilities program at least once every five years and submits a statement of assurances to the commissioner in the form and manner determined by the commissioner. The program must seek feedback from adults with disabilities and other community organizations providing services to adults with disabilities.
2.4 The CEAC may prepare a youth development plan pursuant to Minnesota Statute § 124D.19, subd. 10. The CEAC is encouraged to use the state guidelines when developing the local plan.
2.5 The CEAC may provide input and advice on the design of a youth service program pursuant to Minnesota Statute § 124D.19, subd. 10.
3. Membership
3.1 The CEAC is comprised of up to 30 individuals with a commitment to lifelong learning, including community residents, employees of District 196 and employees of collaborating agencies. Members may represent various service organizations; churches; public and nonpublic schools; local government including elected officials; public and private nonprofit agencies serving youth and families; parents; youth; park, recreation or forestry services of municipal or local government units located in whole or in part within the boundaries of the school district; and any other groups participating in the community education program in the school district.
3.2 The CEAC includes several non-voting, ex-officio members, including the director of community education, the adult basic education program manager, the early childhood family services manager, the community education services manager, the community education communications coordinator and up to three members of the School Board.
3.3 Member terms begin July 1 and end June 30. Terms last three years and are staggered.
3.4 The School Board approves the members of the CEAC.
4. Meetings
4.1 The CEAC holds at least four meetings each year, as determined by the council, and members communicate electronically between meetings.
4.2 CEAC meetings are publicized on the district website.
4.3 CEAC meetings are open to the public. The CEAC may, at its discretion, permit members of the public to address the council.
4.4 The director of community education ensures that minutes are taken at each meeting and maintains a copy in district records.
